The Oracle dmp contains characterset information.

As you said NLS_LANG is set - but it is most probably set to a characterset that is not supported in Oracle 7.
So, change the characterset part of NLS_LANG, on the client you are running exp on, to something Oracle 7
understands (see the v$nls_valid_values part in sybrand's reply).
