The proper way of resolving this would be to look up ora-3134 in the Oracle Error Messages manual on http://tahiti.oracle.com. As this is a volunteer forum, no one is obliged to look up error messages on your behalf.
If you would look up the error you can decide how to resolve it. Just reinstalling everything is an improper procedure which doesn't resolve anything.
Probably resolving the problem would take less time than whack the current install.
