Hmm.. exactly what were you expecting TNS_ADMIN to do for you? What did you set it to?

to re-emphasize my first question ... you *do* realize, don't you, that
one listener can handle multiple instances, even if those instances are
different versions of Oracle, running from different ORACLE_HOMEs? In
fact, I'd say that is far more common than trying to run multiple
listeners.
