I think I will answer:

1 - maybe
2 - maybe
3 - no

When I first certified on version 8.0 taking an Oracle class was not a requirement so the cost was not as high. I have just re-certified for each version: 8i, 9i, and 10g using the upgrade examinations. I have kept my certifications current just in case I need the letters on a resume. Knowledge, experience , and willingness to do what is necessary to be a good DBA are what really couns. Pursuing the OCP is one way to work on acquiring more knowledge, but you can acquire the knowledge without pursuing the OCP designation.

I think it is a personal choice. And there are some employers who want job canidates to have it or want their people to get certified for various business reasons. If you work at one of these places or want to then the decision has been made for you.
