Then how are snapshots or materialized views going to speed this up for you? If if you create a snapshot in a remote database, you're going to have to copy all of that data across the wire.

It sounds to me like you are looking for a magic bullet here. You can't instantaneously transport data from one server to another. Some time will be required.
