I don't know that it does require licensing because up until now you hadn't even indicated what it is. But it is Oracle's responsibility to get you the file if you are supposed to have it and I think that we can safely say, based on what you've so far posted, that even if we were inclined to send it to you we couldn't because we still don't have the information required to know which version of what.

Best bet is truly to open an SR.
