Interestingly enough I was with someone at the director level at Oracle this week and the subject of off-shoring came up. He told me that Indian resources have become so expensive that many Indian organizations, he didn't name names but we all know who he was referring to, are accepting work in India and then the Indian companies are off-shoring it yet again to China and Vietnam. No doubt in ten years Vietnam will be off-shoring its work to Ethiopia or Sierra Leone. ;-)

Most of those that off-shore likely have no idea where the work is actually being done and do not have the resources required to see what is really happening with their code.
