Oracle 9.2.0.x Patches - Cnfused

Oracle Patches for Windows

I am reading Metalink Note:211268.1 which describes 9.2.0.x patches for Windows platform. It discusses Patch Set Exceptions as well as Patch Sets. So there
Is:

9.2.0.7.0 - Patch Set Exception
9.2.0.7.0 - Patch Set
9.2.0.6.0 - Patch Set Exceptions
9.2.0.6.0 - Patch Set

I am assuming that 9.2.0.7.0 includes 9.2.0.6.0 patch set, 9.2.0.6.0 Patch Set Exceptions as well as some new bugs fixed. I am trying to verify whether that is indeed done, but I cannot find any metal ink document which shows me all the bug fixes in 9.2.0.7.0.

Oracle does have a metalink note which describes 9.2 parches (189908.1).
This note describes generic bugs fixed in various patch sets as well as platform specific bugs. However, I find there is no where mention of bugs fixed in patch set exceptions for Windows in previous discussed note (211268.1).

So are exception patches in 9.2.0.6 included in 9.2.0.7 patchset or not.
