I don't have the syntax for you, but this looks like something like dense ranking or partitioned outer join (converting sparce data into a dense list). There are lots of example at tahiti... http://download-west.oracle.com/docs/cd/B19306_01/server.102/b14200/statements_10002.htm

The examples also expand on how to repeat or cascade values.
