Just a little shortcut, instead of creating synonyms for all objects to STEPH, you can grant"become user" to the regular user, and add a loggon trigger to this regular user that basically executes immediate "alter session set current_schema=STEPH".
This will take care of object resolution (which table or function to see).
STEPH will still need to give out the appropriate grants to the individual objects.
