Might it be that XP wasn't even a gleam in Bill's eye when Oracle 8.1.7 was written? Thus, 8.1.7 was never, ever, certified for XP? If this is all just on your desktop and no remote connections are needed, maybe you should use a bequeath connection and bypass the listener?
