Given the way you ask, I would say the correct answer is:

• Don't touch the machine. Don't reboot it. Don't logout.
• Call your system administrator and ask him/her to help you.

In the unfortunate case that you are the system administrator, it is probably a test/play system. Try to locate the files that fill up /, remove the ones you don't need, fix the system so it will not happen again.

And for the future:

• Never login as root.
• Never start any program as root that does not require root.
