That statement threw me at first too.

I think that his use of "bottom" relates to those types of SQL statements being the under-lying cause of the problem, at the root of the problem. This is kind of like the use of the word "Fundamentals" in the book title by Jonathan Lewis, which in that case seems to mean the low level workings of the item being examined.
