What level? To see binds, you must use at least level 8. Maximum level is 12. Try with that. If you're on 10g, look into DBMS_MONITOR, it has arguments signifying whether to show binds or not. If you're on 9i, you can install DBMS_SUPPORT ($ORACLE_HOME/rdbms/admin/dbmssupp.sql) which also contains the necessary information how to turn on binds.
