1 RBO is about heuristics and doesn't use statistics at all. In 10g RBO is present but deprecated and ANALYZE is in the same boat. 2 yes, as documented and as documented
3 One thing is that ANALYZE won't use multiple processors and dbms_stats will.
ANALYZE can't retain old staticstics, dbms_stats can. Dbms_stats can override statistics, ANALYZE can't. Etc, etc,etc, etc and all documented
