If I recall correctly, it is documented behavior parallel only works on table level. So, it looks like you have been lucky in 9.2.0.6 and in 9.2.0.7 the package reverted back to the published behavior.

Other than that: if parallel creation is supported, and doesn't work anymore, why don't you submit a service request?
