Many of Oracle's internal databases use this technology. Why is it adequate enough for Oracle but inadequate for Oracle's customers?

In a room 'fool' of people? ;-)

Probably because most of the those people haven't been paying attention to Oracle. Most DBAs still backup their databases using shell scripts too.
