that's right, this options are parts from the EE. But if you want to install / use the follow Options

EE Options:

RAC
OLAP
Spatial
Label Security
Partitioning
Data Mining
Advanced Security
Warehouse Builder Enterprise (ETL)
Warehouse Builder Data Quality

Management Options:

Diagnostic Pack
Tuning Pack
Change Management Pack
Configuration Management Pack

...you must license it seperatly!
