I noticed that if you succeed to bring the tablespace OFFLINE then the DROP TABLESPACE command should work even if the datafile is not there anymore (tried on a 9.0.1 test system).

It's just a shot in the dark, but, according to the docs, ALTER TABLESPACE OFFLINE IMMEDIATE should not check whether tablespace files are available or not. You may want to try this command *on your test system* and see if it works for you.
