Sounds like you want a service guard fail over cluster configuration?

That's a pretty typical service guard setup where if oracle or one side of the cluster fails oracle will be restarted on the other side of the cluster.

This is much more of a service guard configuration issue than it is an oracle issue. You will have a package defined in service guard that will move between the machines.
