Yes, it is.

DOS has codepage 850, so if you tell the Oracle Client that it should use codepage 850, the output will look correct.

Windows has codepage 1252, so if you tell it to use codepage 1252, the characters will look fine.

Same for AIX and ISO8859-1.

Bottom line: The codepage must be set to whatever codepage the client program expects.
