Problem with SQL developer and query about Oracle 10g.

Problem-(1)

I have uninstalled the orcl (Oracle 10g) instance from my Windows 2000 X86 PC.
The folder C:\oracle\product\10.1.0\oradata\orcl is still there. I restarted the PC and installed Oracle 10g once again. This time the instance name is Oracle and also I have created a sample database for the same. This database has sample tables like emp, dept, bonus etc.

Now, can I access the data from my previous Oracle instance which is there in the previously mentioned folder? How to do this?

About SQL Developer

I have installed Oracle 10g on Windows 2000 X86 PC. Then I installed SQL Developer on the same. I can use SQL Plus of Oracle 10g using scott/tiger. But I cannot establish a database connection to oracle database using SQL Developer.
The error is:
Failure -Io exception: The Network Adaptor could not establish the connection.
What may be the problem? Please help.
