Any organization that does not see the value in separing dev/test from Production are implying that data loss and downtime are acceptable.

I would build a case showing the software industries standard boards reasons and then end with how much downtime costs the company (by hour). This will take communication with your Finance person (how much is an ABC Corp hour is worth - or at least those individuals worth\payroll affected by the downtime etc.).

Also it should be clearly identified performance degredation generated by dev/testing against Production.

In the end you may not change anything but will have made a sincere effort to save the company's bottom line and when an event occurs (and it will) generated by dev/test you can tactfully refer to your very comprehensive recommendation.
