Data File Not Found When Select External Tables

I use Personal Oracle 9i in my computer to create ET. That directory is mapped from the server that only accessed by a few of people (read and write), included me.

But, i get error when trying to query the ET:

ORA-29913: error in executing ODCIEXTTABLEOPEN callout
ORA-29400: data cartridge error
KUP-04040: file data.csv in EXT_TABLES not found
ORA-06512: at "SYS.ORACLE_LOADER", line 14
ORA-06512: at line 1

I guarantee that the file is in there, how can oracle say it is not found.
FYI, I create the directory and ET using user that have read and write grant to that mapping folder already.
Please help me, what should I do?
