There are a number of ways you can tell if somebody updated a table :
- set up auditing (enable the audit_trail in init.ora and audit update
on table, ...)
- use the logminer (this looks in your archived redo logs)

• create an after update trigger on the table which logs who changed what in a log table
• query v$sql but this is not waterproof Benny
