If on 10g dbms_monitor is the recommended method to turn on/off session tracing.

The optional package dbms_support is often available on version 8.1 through 9.2 and can also be used.

For a little more information on using the undocumented dbms_system package see
How do I switch on sql trace in another session that is already running?
http://www.jlcomp.demon.co.uk/faq/alien_trace.html

The above article also includes an example using trace via oradebug.
