Spatial data doesn't really concern itself with angles. Operators on spatial data are more concerned with coverages, intersections, overlaps, touching, etc. I'm no expert in Oracle Spatial, but I have worked with spatial data quite a bit. I've never had to compute an angle.

Have a look at the Oracle docs for Spatial to see if I've missed something:

You just might end up having to code your own routines using Trigonometric functions.
