127.0.0.1 is local host, so called "loopback adapter" (lo0). There are no conceivable circumstances in which lo0 adapter could be on a remote machine.

That's where the whole thing is done: on the firewall side.
You must have something like
LocalForward 1500 dbhost:1521 on the remote side. You also must have
gateway ports enabled.
