You don't need temporary tablespaces for standby recovery, they are only needed when you switch standby to read-only mode for querying. You can safely create temporary tablespaces provided that they consist of tempfiles and are locally managed. You can also add tempfiles to existing temporary tablespaces in read-only mode. And a quote from Oracle8i Standby Database Concepts:

"User-level allocations and permissions to use the locally managed temporary tablespaces must be in place on the primary database. You cannot change these settings on the standby database."
