either the Intelligent Agent isn't running on the server, or there is a mismatch between the server listener.ora/tnsnames.ora and
'writing server ip', so you can't communicate with the agent.
I would first check -if you have access at all- whether services.ora, snmp_ro.ora and snmp_rw.ora on the server are correct. Likely they aren't or you would have seen 'Sub Nodes'
