db_cache_size, pga_aggregate_target seem small. How much physical memory do you have, what platform are you on, what point version of Oracle, what is the purpose of the db? See RMAN docs about large_pool_size, as well as the performance tuning guide for shared server. Shared_pool_size and reserved_size can vary widely among 9i point releases. If you have standby, consider standby_file_management=auto on that instance. Think about your control_file_record_keep_time, processes and sessions.
