  1. did it work before ?
  2. what has been changed since ?
  3. check the permissions on the hacmp files. Oracle needs permission on some. There also is a bug for which is a patch available now. Check metalink as Daniel already suggested. (Not that I am 100% sure this is the one you hit but calling support won't hurt).
