You can:

• change the permissions on the exp and imp executables to eliminate execute access to all users except the owner and the group.
• remove the exp and imp utilities from the system.
• remove the exp and imp utilities from the client machines.
• fire any suspect developers/users and eliminate the source of the problem.

The choice is yours.
