There are many tools: Cognos Business Intelligence, Crystal Reports, Business Objects, Excel, OpenOffice, SAS, Applyit C++ reporting engine, Perl and many others. Perl is of somewhat limited usefulness as it doesn't support Oracle's array interface, while reporting is precisely the area which needs it desperately.
If I were you, I would be evaluating the products in the price range you want and suitable for your needs and purposes. IT organizations usually create a project with an acquisition of a reporting tool as a goal. Inquiring on the Usenet is highly unlikely to get the job done. It is likely, however, to elicit some interesting comments, especially from Sybrand.
