Oracle Management Service Startup Sequence

Hello

Ora 9.2 Win XP 1GByte 40 GByte

After booting Win XP Oracle Manageservice is started and Oracle Agent as well.
Jobs will remain in the start queue. After shutting down and starting up the Oracle Agent Service, the jobs will be processed. Funny, isn't it? Is there any trick behind. Need I to start Management Server first and after starting up Agent?
