The one thing that has become abundantly clear from the responses you have received and your reply is that no one has a clear understanding of what you asked. A category in which I put myself too.

How about some clarification?

It sounds like you are asking about MVCC and if that is the case I'd refer you to Tom Kyte's book "Expert one-on-one Oracle."
