If i understood it correctly, you are not even restricted in the hardware choice by Oracle XE - if you run it on 4CPU machine with 20Gb memory ( i think there is no license violation ) , database will use only one cpu and up to 1Gb memory, if you try to insert over 4Gb user data - you run in the error message. And you will not be able to install more than one XE instance per machine.
