In a production environment it should be possible because only the DBA should have access to the object owner password or the privileges necessary to create a package belonging to another user. In the environment where I work the developer has to have management forward the request to DBA to perform object and database alterations/updates. These alterations are done via scrits that development has to submit to DBA for application against test prior to making the production request to management.
