Connection to Oracle from SAS application

Hello,

     Currently we have 2 databases(one is production and other is development). Both are on different servers. And one user have userid/pwd for both databases. But we are trying to connect to oracle thru SAS application 9 version. The idea is to block access to production box via SAS application. How is it possible? Please help us. Also though we have 2 tnsnames.ora file which runs in the background, since the user has access to both databases, the production box is not controlled for access.
SAS connection process is opened like a Notepad, hence if u type the userid/dpwd it gets connected immediately. So, we are trying to see whether at the database level it could be blocked when another application like SAS is requesting for logon on production box.
