If Oracle is taken down while the file is being spooled there is a very good change the spool file, if it exists at all, will have a size 0. That is it will be empty since it was not closed by SQLPlus.

Look up the SQLPlus whenever statement: whenever sqlerror exit FAILURE

If would be better to test the return code than scan the file.
