Could be anywhere:

- does your RH server support Thai?
- does Oracle XE support Thai?
- does your Apache  support Thai?
- does your PHP support Thai?
- does you display support Thai?

And I do not even mention all interfaces between the above programs.

If you can answer any of the above with yes, let us know what makes you think it does, what tools you use to prove
