They are features that are included in valid database licenses. You must have sufficient database license to use the features. However, there is no additional charge in addition to the database license, as in the case of Partitioning, RAC, Spatial, etc.

You might want to familiarize yourself with the New Features document (especially the appendices) and the Licensing document (as of Oracle 10g) to get a feeling for the features and capabilities, as well as a discussion of what is included/excluded in the license for various editions and what is extra cost option.
