Yes, there is a an extra fee to use partitioning. Oracle includes it in the install because it uses the feature internally, but if you want to use if you want to use it you must pay for it.

The pricing document at Oracle shows an extra charge for RAC, partitioning, OLAP, spatial, data mining, advanced security, and label security. Plus the 4 packs for the EM product cost.
