You cannot find Oracle 7 at that site for several reasons:

1. The Smithsonian is not an Oracle vendor.
2. The 'joke' is that Oracle 7 is SO old it BELONGS in an exhibit at The Smithsonian.
3. You will NEVER be able to download Oracle 7 from The Smithsonian website (see reason 1).
4. Oracle 7 was desupported LONG ago and is NO LONGER AVAILABLE. (You were told this earlier.)

And, of course, THAT site doesn't exist because Oracle 7 downloads don't exist.
