I don't know anything about this stuff, but looking at http://download-west.oracle.com/docs/cd/B19306_01/server.102/b14232/tgvsgc.htm I would guess either you have a bad mapping between Oracle and what Oracle thinks Teradata can do (so select from V$HS_PARAMETER on all clients), or sqlnet problems (trace it - and be sure you aren't already tracing it, which could have performance issues too). Or maybe you just need to trying reinstalling on the bum clients, perhaps you are getting the wrong class or instance loading the access tables.
