You don't need any experience to get the certification, although it would help. What is more difficult is getting the experience. Whether the certification will help you get experience is debateable. Getting certification would show you have some interest in it, but is no guarantee you will get a job. If someone is trying to convince you to pay money to get certified in order to get a job, that is likely a ripoff.

One thing you should learn right off is to use sites like google to search newsgroups such as this to see if your question has been answered before. The best place to start is tahiti.oracle.com, where you should read the concepts manual. Also, you can get a lot from otn.oracle.com, including free unfettered oracle for learning.
