I started down the =>sqlplus route, which returned a path not found error. From there I checked the ORACLE_HOME environment variable, which was still set at a previous version's failed installation home  -which is different now.
So I deleted ORACLE_HOME from the advanced tab (right click on 'my computer' in start menu) and then uninstalled 10g from control panel. Then I re-booted, then I re-installed Oracle 10g express again and it WORKED - hurray.
