Logical standby database

I am trying to create a logical standby database. I followed the Oracle guidelines and did the following:
Created a backup control file on primary. Built the logmnr dictionary on primary
Copied the data files, backup control files and the archived logs (with logmnr dictionary) to the backup server
Started the logical standby database
Registered the archived logs
Tried to apply the archived logs using ALTER DATABASE START LOGICAL STANDBY APPLY INITIAL command

This step fails the logmnr data dictionary tables do not get built.

This is what I see in the alert log:

LOGSTDBY event: ORA-01332: internal Logminer Dictionary error Thu Jan 26 09:47:16 2006
Errors in file /usr19/admin/qa9/bdump/qa9_lsp0_2393.trc: ORA-01332: internal Logminer Dictionary error

Has anyone run intom this problem? Any suggestions?
