On unix, a "gettimeofday" call. But PMON only reads the timezone when the db starts up, so there can be real strangeness if you change TZ with some listener configurations (I don't know if this applies to the most modern versions).

So you see, it is important to list the platform and version! Not to mention checking the docs...
