  At first glance i found few thing.

1. "latch free" - > Serialization mech. You might(i insist on might) not not have bind variable in your application. Check your application code..
2. "Execute to Parse %: -416.16" ==> You are parsing many many many many times without executing.. Very bad way of coding. Ask application developer to check, recheck(if possible REWRITE) the code.
3. Rollback/Transaction (38.47%) is one among the costliest operation for Database. Check v$sesstat for more info.

While posting query, tell some details such as OS Version/Hardware details of the system.
And more importantly tell your problem..
